Unique Bidder Registry Requirements and Documentation

The Single Registry of Bidders is a mandatory registry, and The Single Registry of Bidders seeks to simplify and expedite the registration processes electronically with the intention of reducing and standardizing the necessary procedures for all those who wish to do business with the Government of the Commonwealth of Puerto Rico.

Through this, the General Services Administration (GSA) evaluates under objective criteria, all bidders who are interested in a contractual relationship with the Government through a series of certifications and documents that allow them to qualify their eligibility to bid.

You must comply with the following documentation and requirements (as applicable):

I. Corporate:

  1. Annual fee $450.00;

  2. General Services Administration Single Bidder Registration Application Form;

  3. ASUME Certification;

  4. Certificate of Incorporation (Articles of Incorporation by the Department of State);

  5. Certificate of Registration by the Department of State;

  6. Certification of Debt by the State Insurance Fund Corporation;

  7. Certification of Policy by the State Insurance Fund Corporation;

  8. Affidavit under Act No. 2 (attached herein);

  9. Certificate of Good Standing by the Department of State;

  10. Driver Insurance Certification by the Department of Labor and Human Resources;

  11. Unemployment and Temporary Disability Insurance Certification from the Department of Labor and Human Resources;

  12. Financial Statement or Projections (for businesses one year or less);

  13. Municipal Patent;

  14. Municipal Revenue Collection Center All-Concept Debt Certification;

  15. Certification of Payroll Filings for the last 5 years from the Department of Finance;

  16. Certification of Debt by the Department of Finance;

  17. SME Certification (if applicable); and

  18. Corporate Resolution (Authorized Signatures) Notarized General Services Administration -674.

II. Outsider Corporation:

  1. Annual fee $450.00;

  2. General Services Administration Single Bidder Registration Application Form;

  3. ASUME Certification;

  4. Certificate of authorization to do business in Puerto Rico (if you are from the United States);

  5. Certificate of Incorporation (Articles of Incorporation by the Department of State);

  6. Affidavit under Act No. 2 (attached herein);

  7. Certificate of Good Standing by the Department of State;

  8. Unemployment and Temporary Disability Insurance Certification from the Department of Labor and Human Resources;

  9. Financial Statement or Projections (for businesses one year or less);

  10. Certification of Debt by the Department of Finance;

  11. SME Certification (if applicable); and

  12. Corporate Resolution (Authorized Signatures) Notarized General Services Administration -674.

III. LLC-Limited Liability Corporation:

  1. Annual fee $450.00;

  2. General Services Administration Single Bidder Registration Application Form;

  3. ASUME Certification;

  4. Certificate of Organization (Articles of Organization by the Department of State);

  5. Certificate of Organization by the Department of State;

  6. Certification of Debt by the State Insurance Fund Corporation;

  7. Certification of Policy by the State Insurance Fund Corporation;

  8. Affidavit under Act No. 2 (attached herein);

  9. Certificate of Good Standing by the Department of State;

  10. Driver Insurance Certification by the Department of Labor and Human Resources;

  11. Unemployment and Temporary Disability Insurance Certification from the Department of Labor and Human Resources;

  12. Financial Statement or Projections (for businesses one year or less);

  13. Municipal Patent;

  14. Certification of debt for all CRIM concepts;

  15. Certification of Payroll Filings for the last 5 years from the Department of Finance;

  16. Certification of Debt by the Department of Finance;

  17. SME Certification (if applicable); and

  18. Corporate Resolution (Authorized Signatures) Notarized General Services Administration -674.

IV. Foreign Limited Liability Society:

  1. Annual fee $450.00;

  2. General Services Administration Single Bidder Registration Application Form;

  3. ASUME Certification;

  4. Certificate of Authorization to do business in Puerto Rico (if from the United States);

  5. Certificate of Existence;

  6. Certificate of Annual Validity;

  7. Unemployment and Temporary Disability Insurance Certification from the Department of Labor and Human Resources;

  8. Affidavit under Act No. 2 (attached herein);

  9. Deed or Memorandum of Association;

  10. Financial Statement or Projections (for businesses one year or less);

  11. Certification of Debt by the Department of Finance;

  12. SME Certification (if applicable);

  13. Corporate Resolution (Authorized Signatures) Notarized General Services Administration -674;

V. Society:

  1. Annual fee $450.00;

  2. General Services Administration Single Bidder Registration Application Form;

  3. ASUME Certification;

  4. Certificate of Special Partnership by the Treasury Department;

  5. Certification of Debt by the State Insurance Fund Corporation;

  6. Certification of Policy by the State Insurance Fund Corporation;

  7. Affidavit under Act No. 2 (attached herein);

  8. Deed of Incorporation;

  9. Driver Insurance Certification by the Department of Labor and Human Resources;

  10. Unemployment and Temporary Disability Insurance Certification from the Department of Labor and Human Resources;

  11. Financial Statement or Projections (for businesses one year or less);

  12. Municipal Patent;

  13. Municipal Revenue Collection CenterAll-Concept Debt Certification;

  14. Certification of Payroll Filings for the last 5 years from the Department of Finance;

  15. Certification of Debt by the Department of Finance;

  16. SME Certification (if applicable); and

  17. Corporate Resolution (Authorized Signatures) Notarized General Services Administration.

VI. Limited Liability Society:

  1. Annual fee $350.00;

  2. General Services Administration Single Bidder Registration Application Form;

  3. ASUME Certification;

  4. Certificate of Compliance with the General Law of Corporations, Cooperatives of Puerto Rico, Commissioner of Insurance, COSSEC, as applicable;

  5. Certification of Debt by the State Insurance Fund Corporation;

  6. Certification of Policy by the State Insurance Fund Corporation;

  7. Affidavit under Act No. 2 (attached herein);

  8. Driver Insurance Certification by the Department of Labor and Human Resources;

  9. Unemployment and Temporary Disability Insurance Certification from the Department of Labor and Human Resources;

  10. Financial Statement or Projections (for businesses one year or less);

  11. Municipal Patent;

  12. Certification of Payroll Filings for the last 5 years from the Department of Finance;

  13. Certification of Debt by the Department of Finance;

  14. SME Certification (if applicable);

  15. Certification from the Treasury Department indicating that it is a Special Company and/or Articles of Incorporation or Deed of the Company; and

  16. Corporate Resolution (Authorized Signatures) Notarized General Services Administration -674.

You must create an account in the Administration General Services (GSA) portal to be able to file applications, check the status of certificates and receive notifications. A valid email address is a requirement for creating the account. If you were a user of the previous RUL system, you only need to write down the username and provisional password that was sent to your email.
